Law Enforcement Agency Demographic Employment Records (LEADER™)

The Law Enforcement Agency Demographic Employment Records (LEADER™) section allows agencies to share their demographic composition, as it relates to sworn officer and civilian positions within their departments. Participation in this section is voluntary, but encouraged.

In the Final Report of the President’s Task Force on 21st Century Policing, released in May 2015, a recommendation stated, “All federal, state, local, and tribal law enforcement agencies should report and make available to the public census data regarding the composition of their departments including race, gender, age, and other relevant demographic data.” To date, no other nationwide program allows for this.
